CRTC "CANADIAN PROGRAM" CERTIFICATION

Step 1:

Jeremy Shell works with you in development to confirm your Production will satisfy certification requirements.

Step 2:

Your Meems Manager works with you to inform and creates your application to the Canadian Radio-television and Telecommunications Commission (CRTC).

Step 3:

We file your CRTC application on your behalf and manage your CRTC submission. We work with your CRTC Analyst to answer any outstanding questions and resolve any application issues.

Step 4:

We work to ensure your CRTC certification is delivered in a timely manner.

Canadian Radio-television and Telecommunications Commission (CRTC) CRTC Canadian Content Certification is the Canadian Radio-television and Telecommunications Commission (CRTC) system to confirm and certify that a Canadian television and film production meets its Canadian content (“CANCON”) obligations. This Certification helps Canadian Broadcasters to ensure that Canadian-made content they license helps to satisfy their Canadian content obligations. 

To qualify as Canadian Content, a Production must be

  • Controlled by a Canadian producer with both financial and creative authority
  • Earn a minimum number of points for key Canadian creative roles, Meet a minimum percentage for Canadian expenses in services and post-production.

Canadian Producer:

The producer of the program must be Canadian and responsible for the program's production. 

CRTC Uses the same Points System as CAVCO.

A production earns points for key creative functions performed by Canadians. 

  • A minimum of 6 out of 10 points must be achieved for a production to be certified as Canadian. 
  • Key roles include director, screenwriter, picture editor, and lead performers.

Canadian Expenses:

A minimum percentage of the program's expenses must be paid for services provided by Canadians or Canadian companies.

Financial and Creative Control:

The Canadian producer must retain both financial and creative control over the production. 

Why it matters

Canadian Broadaster Regulatory Compliance:

The certification helps Canadian broadcasters meet their obligations to air a certain percentage of Canadian programming. Not having a CRTC Certification raises flags for Broadcasters and can prevent them from licensing your content.

Canadian Industry Protection:

It provides recognition and support for independent Canadian producers, crews, and talent. 

Eligibility for Other Benefits:

While the CRTC handles regulatory certification, other organizations like the Canadian Audio-Visual Certification Office (CAVCO) use similar criteria for tax credit and funding purposes.
